House Bill 40 was a measure to force taxpayers to fund abortions for state employees and those on Medicaid at any point in the pregnancy, for any reason. Last April, Governor Rauner publicly promised that he would veto HB 40 should it reach his desk. Only to suddenly reversed course. The decision cost him the support of many who elected him.
